Inter is short for intermediate, and refers to a racing tyre designed for damp and changeable conditions.

Inters are used in conditions too wet for dry-weather slick tyres and too dry for wet-weather tyres. They have a shallow tread pattern to clear small amounts of water from the road surface to allow the tyre to grip. They do not have the deep, aggressive water-clearing tread pattern of a true wet-weather tyre (sometimes called a full wet or extreme wet tyre).
